Resolution 2644 authorizes a contract with Yardon Company for a community plan update, focusing on land use and engagement with residents and businesses over the next 10 years. The plan will consider statutory functions like safety services, roads, economic development, tourism, and land use, particularly in mixed-use neighborhoods and corridors.
Cybersecurity Policy Adopted; Property Maintenance Appeals Board Members Appointed
Resolution 2643 adopts a cybersecurity policy as required by Ohio Revised Code. The policy sets minimum standards for agencies storing public data to protect against breaches, data theft, and ransomware. While the township has limited data collection due to not running zoning or having its own police/fire departments, it is still susceptible to attacks. Steps already taken include moving administrator network rights to a third-party vendor (requiring two-person approval for access), implementing a two-factor protocol with the vendor, and conducting employee training. Mandatory state training for employees with email access will be implemented. The policy will be further developed with the IT vendor in the coming months, focusing on enhanced employee training due to evolving cyber threats like AI. Resolution 2645 adopts members for the Exterior Property Maintenance Code Board of Appeals for staggered terms, noting that while no appeals have occurred in the past, a board is required. One member is moving, necessitating a search for a replacement. The board handles appeals of property maintenance code violations.
Community Plan Update Process Initiated with Yardon Company
Resolution 2644 authorizes a contract with Yardon Company for a community plan update for Columbia Township. This update is prompted by changes in county requirements and the fact that the last comprehensive plan was ten years ago. Yardon Company, which previously assisted with the community center's place-making, will engage the public on their desires for the next 10 years, considering the township's statutory powers and limitations. The plan will focus on land use, particularly in mixed-use neighborhoods and corridors. The process involves extensive public outreach through social media, direct mail, emails, and events. The estimated cost and scope were discussed, with Yardon Company offering various planning options. Vice Chairman Lamar and Administrator Taylor will lead the community plan process.
Fire and Rescue Districts Operating Smoothly; All Equipment in Service
Board member Brian Lamar reported that the Little Miami Joint Fire and Rescue District and Deerpark-Silverton Fire and Rescue District are operating well, with all equipment in service. The fire chief is attending a conference. Lamar shared his experience on a fire run, emphasizing the professionalism of the firefighters. He stated that there was not much news to report, which is considered good news.
June Police Report: 624 Calls for Service, Positive Feedback on Bike Patrols, and Introduction of New Sergeant
Deputy James Whitaker reported that the district responded to 624 calls for service in June, with an average response time of 10.2 minutes. Residents of Madison Place have complimented the bike patrols for their visibility and community engagement. The district will host National Night Out on Tuesday, August 4th, from 5:00 PM to 8:00 PM at Silverton Elementary School, encouraging community and law enforcement partnerships. Sergeant Nick Johanty was introduced as a new sergeant for District 4, patrolling Silverton and Columbia Township.
