Belmar Redevelopment Agency Approves Grant Application, Deed Modifications, and Payment of Bills Amidst Audit Preparations and Cybersecurity Upgrades
The Belmar Redevelopment Agency convened its meeting on January 28th, 2026, fulfilling all requirements of the open public meetings act by posting notice online and in local newspapers. The meeting included a flag salute, roll call, approval of minutes from the April 21st, 2026 meeting, and communications including a redeveloper's report. The Executive Director provided an update on a $300,000 partial prepayment received from the redeveloper, which was transferred to the Bureau of Belmar on May 11th. Preparations for the agency's audit are underway, with a presentation anticipated for a future meeting, likely August due to the absence of a July meeting. Additionally, the agency is addressing cybersecurity requirements, incurring additional expenses to meet state-mandated standards. The agency solicitor, Mike McKenna, presented two action items related to environmental testing and deed modifications. The first resolution authorizes an application for PFAS testing as required by NJDEP for groundwater permit and construction, establishing a baseline for chemical presence. The second resolution pertains to altering deed notices to reflect changes in ground constituents and chemical levels, particularly concerning the subdivision of a Green Acres parcel. McKenna also noted a notice of hearing from the Land Use Boards regarding the West Afric property, which was reviewed and determined to have no direct impact on the agency. The meeting concluded with the approval of three resolutions: authorizing an HDSRF grant application for groundwater testing, authorizing the assignment of deed modification for phase one reflecting the Green Acres parcel subdivision, and authorizing the payment of outstanding bills. The meeting adjourned after a brief public portion and a closing remark from Josh, expressing gratitude and a personal update on his recovery. The next meeting is scheduled for Tuesday, June 16th, with no July meeting planned unless a special session is required.
