Seabrook & Sons Awarded Contract for Water Service Line Lead Identification Project
The City Council authorized the execution of an agreement with Seabrook & Sons Enterprise LLC for construction services related to the 2026 Water Service Line Hydro Excavation and Material Identification Project. The total amount for this project will not exceed $225,000, with a 10% contingency. The project involves identifying lead services in the public right-of-way by digging small holes to determine the pipe material, as replacing private side lines has already been completed. The city received seven bids for this work. The council unanimously approved this agreement.
City Council Approves Purchase of Redesigned Maintenance Distributor
The City Council authorized the purchase of one maintenance distributor unit through the Sourcewell Purchasing Cooperative for a total amount not to exceed $133,810. This unit is a Tack Coat oil distributor, which required redesign to reduce its capacity to 600 gallons due to previous issues. The council approved this purchase as a replacement for the unit previously approved on October 25th.
Wheaton Police Department to Explore Alternate Records Management System Amid Consortium Concerns
The Wheaton Police Department presented its history and current considerations regarding police report management systems, highlighting issues with the current consortium-based system (WebRMS) and proposing to explore alternate systems instead of committing to the DuPage County Consortium's successor system (Mark 43). The department has a 20-year history with police report management systems, starting with pen and paper, moving to NetRMS in 2006, and then to WebRMS in 2013 as part of a 31-agency DuPage County consortium. The current contract for WebRMS sunsets on June 30, 2027. Several agencies have left the consortium recently, including Addison, Downers Grove, Oak Brook, and Hinsdale. Key concerns with the consortium's proposed successor system, Mark 43, include: - A democratic process that may not meet all individual agency needs. - Potential lack of integration with critical software used by the Wheaton Police Department, such as ticket writing, parking citation, crash reporting, and body-worn/fleet cameras (Axon). - A significant DuPage County Information Technology fee of $490 per user per month, which is projected to increase by 3% annually. - Past consortium implementations failed to meet expectations, particularly regarding data integration and management reports/analytics. - Vendor stability concerns, as Mark 43 is a smaller company that may be acquired, leading to service delivery issues. - Lack of operational efficiencies and integration with existing patrol officer tools. Site visits to agencies using Mark 43 and Axon revealed that while Mark 43 had some API and software issues with time delays, Axon's report writing software demonstrated working APIs and the ability to integrate legacy data. Both offered some level of analytics, an improvement over the current system. The police department is requesting council not to sign the letter of intent to participate in negotiations with Mark 43 and instead allow staff to seek an alternate system. They plan to conduct negotiations and report back with a recommendation within 60 days. The council voted to direct staff to continue their evaluation and report back.
Easement Approved for Sidewalk Construction on Thomas Road
The City Council considered a resolution approving a permanent easement agreement for the construction of a sidewalk along Thomas Road, which will partially be on Wheaton North High School property. The easement is sought to avoid negatively impacting the current parking available on the north side of Thomas Road. The resolution was approved with unanimous 'Yes' votes from all present council members and the Mayor.
