Valley Community Services Board Updates on Crisis Center Project, ICF Home, Financials, and Employee Satisfaction
Dr. Kimberly Mlanahan, Executive Director of Valley Community Services Board (VCSB), presented an update on agency operations and the status of the Valor Recovery and Assessment Center (VRACK) project. VRACK, a new crisis center, is under construction on over six acres near Augusta Health, with a projected completion date of January 2028 and opening in March or April 2028. The facility will include a 23-hour observation area and a 16-bed crisis stabilization and detox unit. Dr. Mlanahan also provided an update on the First Street ICF home renovation in Stanton, which is now a six-bed ICF compliant with ADA standards. She reported on the VCSB's financial health, noting a strong financial standing with $25 million in reserves, though revenue is below budget due to lower-than-expected Medicaid reimbursements. The agency is preparing for potential impacts from upcoming state legislation regarding Medicaid expansion population and work requirements. Finally, she shared positive results from the latest employee satisfaction survey, indicating improved employee engagement and a positive work environment.
Erosion and Sediment Control Permit Fees to be Updated
The council considered introducing an ordinance to amend Chapter 30, Environment, Article 2, Erosion and Sediment Control. The proposed changes aim to increase the erosion and sediment program permit fee to align with updated DEEQ (Department of Environmental Quality) fees and to remove the fee table from the city code. The DEEQ's portion of the fees increased from 28% to 30%, and state fees are now tied to the consumer price index, allowing automatic adjustments. Removing the fee table from the city code would streamline future updates, preventing the need for a formal ordinance update when state fees change. The ordinance also updates the article's name to 'Erosion and Stormwater Management' to reflect state regulatory changes. A public hearing is scheduled for June 8th.
Rezoning Approved for 0 Ludwit Boulevard from Residential to Highway Business
The council considered adopting an ordinance approving a zoning map revision to rezone a 3-acre portion of tax map number 41-3-112, located at 0 Ludwit Boulevard, from RG5 General Residential to HB Highway Business. Ross Avenue Development LLC is the owner and applicant. This ordinance was previously introduced, seconded, and discussed.
Conditional Use Permit Granted for Multi-Family Residential Development on Ludowit Boulevard
The council considered adopting an ordinance granting a conditional use permit (CUP) for multi-family residential development in a highway business district at 0 Ludowit Boulevard and 720 Ludowit Boulevard. Thomas Builders of Virginia is the applicant and agent for the wit place LLC, the owner. This ordinance was previously introduced, seconded, and discussed.
Two Appointed to Regional Youth Commission
The council appointed David Lawren and Christine Tai to the Regional Youth Commission. The appointments were moved by Councilman Wood and seconded by Mr. Short. The vote was 4-0 in favor.
