City Council Accepts 2.1 Acre Property Dedication for Green Space and Stormwater Management
The City Council discussed and approved a motion to accept the property dedication for approximately 2.1 acres of land near the Novere project for green space, parks, and stormwater purposes. The developer is responsible for constructing stormwater improvements on two acres, with the city responsible for maintaining the pond. The cost-sharing for pond maintenance was estimated at 80% developer responsibility and 20% city responsibility, based on a hydrology study and an estimated annual maintenance cost of $4,000. The city will maintain the pond to its own standards and bill the developer for their share. The agreement is in draft final form, subject to final legal review. The motion to authorize the mayor to sign the deed of dedication passed.
Ridge Lake Park Parking Expansion Project Approved for $99,388.89
The City Council approved a contract award to Summit Construction and Development LLC for the parking lot expansion at Ridge Lake Park in the amount of $99,388.89. This project will add 97 additional parking spaces to accommodate new park amenities, including a new playground, pavilion, and fishing infrastructure. Summit Construction was selected from five bids and three shortlisted candidates based on their experience, qualifications, and proposed plan. Staff noted that additional fencing will be added under a separate contract. The contract award passed.
City Approves Expanded Road Repair Contract, Targeting Low-Pavement Condition Streets
The City Council discussed and approved a contract award for road repairs and resurfacing (Project 26-001) with Allied Paving. Initially, the contract was for 14 streets covering 3.2 miles. After receiving bids, staff proposed adding additional streets using amended 2026 funding, expanding the scope to include nine streets totaling 1.64 miles. Several of these newly proposed streets have low PCI (Pavement Condition Index) ratings, such as Henry Bailey (27), Snowbell Court (19), Starflower Lane (average 40), Commerce Court (24), and others scoring below 40. The average rating for these nine roads is 32. The amended contract with Allied Paving brings the total to just under $1.3 million, covering approximately 6% of the city's roads per year. The motion to approve the contract award, including the expanded scope of roads, passed.
City Council Tables Design Review for Downtown Mixed-Use Building Amidst Size and Density Concerns
The City Council heard a public hearing and discussed the design review for a proposed 29,000 square foot mixed-use building at 5033 West Broad Street, adjacent to City Hall. The building is intended to house restaurant and office space, with a potential rooftop restaurant.
