Senior Programming Funding Progresses; City Focuses on Long-Term Financial Health and Infrastructure Planning
The council discussed issues related to senior programming and the process of transferring funds between accounts, which requires county and state approval. The Mayor emphasized the importance of long-term financial health for the city, especially given the uncertainty surrounding property taxes, and stressed the need for proactive financial strategies. Discussions also included the potential for creating dedicated funds for police and fire pensions, reallocating interest revenue, and the long-term planning for a new administrative building and service garage, which could cost between $8-10 million and might require bonding. The council also considered a sidewalk program and options for traffic calming, with a preference for stop signs over speed bumps.

They are also preparing for the Memorial Day parade and conducting an active shooter drill with Kent State University and a live fire training. The Police Department reported on the vendor opt-out list for solicitors, which is now operational and has an automatic two-year period. Two new police officers are set to begin on June 1st, with a swearing-in ceremony planned for the first council meeting in June. The Parks Department announced the upcoming testing and grand opening of the Splash Park, registration for the community garage sale, and the first food truck night. The Planning and Zoning department noted the recent passing of the sign code and ongoing work on use list and conditional use updates. Engineering reported no updates. Ordinance Amendment Exempts Youth Fundraisers from Soliciting Permits; Permit Requirements Debated
The ordinance amending Chapter 709, Itinerant Sales and Soliciting, was discussed. A new definition for 'youth fundraiser/youth fundraising' was added, exempting students from Streetsboro City Schools fundraising for sports programs or activities from requiring a permit. Concerns were raised regarding section 709.05, which allows soliciting in advance of obtaining a permit for charitable or personal soliciting, with some council members preferring permits to be obtained beforehand. The historical context and legal implications of these provisions, particularly regarding First Amendment rights for charitable appeals, were discussed. The council decided to table the discussion to further investigate the legislative history and potential implications of the grace period for permits.
Council Debates Traffic Calming on Russell Drive; Stop Signs Favored Over Speed Bumps; Hedge Obstruction Noted
The council discussed traffic calming measures for Russell Drive due to concerns about speeding, especially during construction detours. While speed bumps were debated, many council members leaned towards installing additional stop signs as a more practical and less damaging alternative. The issue of the hedge at the corner of Russell and Gerald obstructing views was also raised as a safety hazard. The feasibility and potential impact of installing sidewalks were also discussed, with a consensus that a structured program and prioritization would be necessary if pursued. The problem of large trucks using residential streets as cut-throughs due to road closures was also highlighted.
