Jefferson Sewer Relief Project Faces Challenges, Aims to Improve Water Quality and Reduce Overflows

The Jefferson relief sewer project, a significant undertaking by the SCMSD (Southeast Michigan Sanitary District), aims to improve water quality by reducing combined sewer overflows into Lake St. Clair. The project involves replacing an old sewer pipe with a new 60-inch pipe, addressing basement backups and minimizing environmental discharge. Funding has been secured through ARPA money and substantial contributions from Commissioner Miller and the county. The project has faced challenges due to complex underground infrastructure, the curved alignment of Jefferson Avenue, and the need to work around existing utilities at significant depths. A major phase involves rerouting a sanitary lead at 10 Mile Road, necessitating its closure until June 12th, with hopes of reopening sooner. Traffic management has been complex, with initial plans for two-way traffic on Jefferson Avenue north of 10 Mile Road being revised to one-way northbound due to safety concerns and unexpected water line proximity. Detours have been implemented, including Harper Avenue and 11 Mile Road, but compliance has been an issue, leading to continued traffic disruption and efforts to restrict access to local traffic only. The project is currently on schedule, with the pipe expected to be in place by February-March 2027. Paving is ongoing, with the west side of Jefferson north of 10 Mile Road slated for completion by mid-August, and the east side by Thanksgiving. The SCMSD acknowledges the disruption to businesses and residents and is continuously re-evaluating traffic control measures while prioritizing safety.
