St. Anthony Village Updates on Marketplace Renovation, Cannabis Dispensary Development

St. Anthony Village presented an update on the renovation and rebranding of its municipal liquor stores and the development of a new cannabis dispensary. The project aims to update the retail experience, create a consistent brand ('The Village Square'), and expand cannabis retail operations. David Englum, Retail Operations Manager, and Jakara Jackson, Assistant Retail Operations Manager for Cannabis, discussed leveraging merchandising strategies, enhancing customer engagement, and developing educational components. The renovations are underway, with the dispensary wall built and interior work progressing. A soft opening is planned for mid-June, with a formal grand opening later. The city is coordinating with the Office of Cannabis Management for licensing and ensuring compliance with security and operational standards. The initiative aims to provide community value, responsible service, and reinvest excess revenue back into the city, similar to the principles of the municipal liquor stores.

Resident Questions City's Expansion into Retail Branding and Home Access Protocols

During the community forum, Dr. Beebe Newman raised concerns about the increasing integration of municipal and regional governance into residents' lives. She questioned the need for detailed written guidance regarding contractor access for the water meter replacement project, emphasizing transparency and respect for privacy within private homes. Regarding the marketplace renovation and cannabis dispensary, she questioned the extent of municipal government involvement in branding, marketing, and promoting commercial consumption spaces, asking about approved operational authorizations, public benefit analysis, and how the city will ensure inclusivity for residents who do not participate in alcohol or cannabis culture. She also noted that the joint powers agreement for state fair law enforcement services exemplifies expanding governmental systems, stressing the need for proportional transparency, oversight, and public clarity.

St. Anthony Village Approves $1.26M Water Meter Replacement Project

The St. Anthony Village City Council approved Resolution 26-041, awarding a contract to Corinne Maine for the citywide water meter replacement project. The project, estimated at $1,259,708, aims to replace all water meters over a three-year period, prioritizing commercial meters in the first year. The existing customer portal will also be updated. Corinne Maine was the sole bidder and is a trusted contractor, being the only licensed distributor of the required Census-contracted meters in Minnesota. The replacement process involves coordination with residents, background checks for contractors, and clear communication plans, including a dedicated project webpage and updates in village notes. The replacement of the meters and radios is expected to take approximately 30 minutes to an hour per household and will utilize existing plumbing infrastructure without significant changes.
