Lower Main Street Redevelopment Plan Amendment to Include Fifth Story Referred to Planning Board
Resolution 2026-152 was presented to refer the proposed Lower Main Street redevelopment plan amendments to the Borough South River Planning Board for review and report. This amendment involves adding a fifth story with four units to an existing building at the Laughing Chevrolet site. Concerns were raised by residents regarding the process of amending the plan, the cost of studies, and the potential impact on parking and the overall character of Main Street. The council assured that the developer is paying for the studies through escrow fees.
New Law Enforcement Hires, Updated Personnel Manual, and Procurement Approvals
The council approved the hiring of four Class One Special Law Enforcement Officers who will begin academy training on June 18th. They also approved hiring a crossing guard to fill the roster. A new employee and personnel manual was presented, updated to include volunteers, independent contractors, appointed officials, and elected officials in addition to employees. Additionally, the council approved resolutions for various procurement items, including a parking permit refund, an agreement for the EAP program, a vehicle for the water department under a co-op, and awarding contracts for professional services and roadway improvements.
Borough Receives Clean Communities and Recycling Grants
The CFO reported on two grants received after the budget was finalized: a Clean Communities grant for $34,666.37 and a Recycling Enhancement grant for $10,000. These grants will provide additional funding for environmental and recycling initiatives within the borough.
South River Council Addresses Law Enforcement Titles, Traffic Enforcement, and Street Safety Concerns
Several ordinances were discussed pertaining to public safety and traffic enforcement. Ordinance 2026-11 renames the position of Class One Special Law Enforcement Sergeant to Class One Special Law Enforcement Supervisor to distinguish ranks. Ordinance 2026-12 establishes no standing zones on Charles Street and Lincoln to alleviate congestion from Pillars Prep Academy during student drop-off and pick-up. The council also discussed the closure of Collins Drive, with residents expressing concerns about safety, enforcement of one-way traffic, and the impact on emergency vehicle response times. Residents also raised issues regarding traffic violations on other streets and the effectiveness of issuing tickets. The police department addressed concerns about enforcement capabilities and the challenges of managing traffic in specific areas.
Environmental Advocate Honored, Park Development Considered
The Environmental Commission and Green Team recognized Sherry Garrison for her contributions to environmental education and community engagement. Garrison was praised for her creative approaches to making environmental topics engaging through art and interactive displays. She has been a long-time member and mentor, focusing on making the borough and its residents more aware of environmental health and beauty. The commission is also working on various projects, including Arbor Day events and community garden initiatives. Additionally, the council discussed the closure of Collins Drive, with one proposal suggesting the area could be transformed into a small park.
