City Unveils 5-Year, $1.1 Billion Capital Improvement Plan Focused on Infrastructure and Growth
The City Council held a public hearing for the 2027-2031 Capital Improvement Plan (CIP). Finance Director Jonathan Flores presented the plan, outlining its purpose as a five-year roadmap for projects, financial planning, and communication. The CIP includes 129 projects totaling $1.1 billion, categorized into active ($236 million), planned ($105 million), and proposed ($761 million) projects. The plan encompasses various city needs, including water supply, roads, airport improvements, and infrastructure upgrades, with a minimum project cost of $100,000 and a useful life of over two years. The council discussed the prioritization process, flexibility for amendments, and the inclusion of all water needs within the plan. Public input is being collected via an online survey until June 10th.
City Council Considers $2.35 Million Fire Truck Purchase Amidst Supply Chain Concerns
The city council is considering the purchase of a new 100-foot Pierce Enforcer Midmount aerial platform fire truck to replace the current 16-year-old ladder truck at Central Fire Station. The new truck is expected to cost $2,351,312 and has an estimated delivery time of 12 months, which is significantly shorter than the 42-48 months for a custom-built truck. The current truck will be moved to reserve status after receiving an engine overhaul. The decision is driven by the National Fire Protection Association (NFPA) standard for life expectancy of fire apparatus and the rising costs of new trucks.

The City Council reviewed and approved funding for several Tax Increment Reinvestment Zone (TIRZ) projects in the South Zone. Two proposed projects, 30 South Chadburn and 415 West Bogard, which involved fire suppression systems and renovations for older buildings, were discussed separately and also approved. The total funding approved for the first group of projects was $643,989, and for the latter two projects, $200,000 was approved. Councilman Joe Self recused himself from voting on the two fire suppression system projects due to potential conflicts.
