City Council Approves $150,000 Contract for Lincoln King Community Center Fundraising
The City Council discussed and ultimately approved the allocation of $150,000 to G Strategies LLC for fundraising services related to the Lincoln King Community Center and clinic project. The contract is set to run until March 31st, 2027. Funds for this contract will be sourced from interest earnings on bond proceeds. The decision involved discussion regarding whether the contract should have gone out for bid, with clarification provided that professional services contracts over $50,000 do not require bids if approved by the Common Council. Concerns were raised about G Strategies LLC's compliance status with the Department of Financial Institutions, with some members expressing reservations due to potential conflicts with city ordinances and the company's reported delinquency. However, the council ultimately voted to defer the item for further discussion, and then later voted to approve the contract, with a motion to defer passing 8-3, and the subsequent approval motion passing 9-2.
Street Paving, Festival Park Improvements, and Event Permits Under Review
The council discussed and referred several items to the Public Works and Services committee. These included proposals to remove the Festival Hall parking lot from an ABM contract, redesign the band shell at Festival Park, and approve the use of city right-of-way for the Fourth of July parade. Bid results for the McMman ramp demolition and College Avenue curb replacement were presented. A communication proposed the city celebrate Racine Pride Day and Pride Month. A request was made to close Main Street and 6th Street for the Racine Gathering for America's 250th. Another item proposed replacing yield signs with stop signs at two intersections. Separately, the council discussed and voted on approving streets for paving, with a motion to refer back to committee failing 10-1, and the original motion to approve passing 9-2. A similar item concerning alleys was moved to the consent agenda.
Licenses, Traffic Study, and Safety Reports Referred to Committee
The council referred several items to the Public Safety and Licensing committee. These included a request to waive licensing fees for Queen's Corner Store during construction, a request for the RPD to provide an update on speeding strategies, renewal applications for cigarette, tobacco, and vaping device retail licenses, change of agent applications for several businesses including Speedway LLC, Family Dollar of Wisconsin LLC, and Dolan Group LLC, lists of businesses with unsubmitted renewal paperwork for these licenses, a list of liquor license renewals, a license premise report, and requests for the appearance of individuals for new operator's licenses and applications for a class A retail fermented malt beverage and intoxicating liquor license for Max Weston CBA Westtown Foods, and a sidewalk cafe with alcohol license for New Cafe Box Me LLC. Additionally, a communication sponsored by Alder Kelly and Alder Davis requested a traffic study on the Washington Avenue corridor and presentation of traffic calming measures. The committee also received a communication requesting a list of liquor licenses that have not submitted renewal paperwork. Several change of agent applications for cigarette, tobacco, and vaping device licenses were submitted, along with a new application for a class A retail fermented malt beverage and intoxicating liquor license and a sidewalk cafe with alcohol license application. Finally, a request was made for a traffic study on the Washington Avenue corridor.
City Council Reviews Festival Hall, Street Closures, and Traffic Signage Proposals
The council discussed several communications related to public works and services, including a proposal to remove the Festival Hall parking lot from an ABM contract and redesign the band shell at Festival Park. Bid results for the McMman ramp demolition and College Avenue curb replacement were presented. Additionally, a communication was sponsored requesting permission to close Main Street between State Street and 7th Street, and 6th Street between Main Street and Wisconsin Avenue on July 5th, 2026, for the Racine Gathering for America's 250th. Another item proposed replacing yield signs with stop signs at two intersections: Bird Avenue and Oregon Street, and Bird Avenue and Illinois Street. The council referred these items to the Public Works and Services Committee for further review.
Council Debates Cell Phone Use Policy and Voting Practices Amidst Claim Review
During the meeting, a discussion arose regarding the management of cell phone usage during common council and standing committee meetings. The item was referred to the Committee of the Whole for discussion. Later, during the discussion of item 0402-26 (Christine Dy's claim), there was significant debate about aldermanic voting practices, specifically concerning abstentions and recusal. Alder Widner questioned the committee's vote count and the process, while Alder Harmon defended the right to abstain. The city attorney provided clarification on recusal (due to direct financial interest) versus abstention (at alderman's discretion). The discussion highlighted concerns about aldermen potentially abstaining from difficult votes. Ultimately, the decision to send Christine Dy's claim back to committee was driven partly by discussions on transparency and ensuring due process for claimants.
