Rezoning Approved for 5.45-Acre Residential Subdivision at 360 W 1500 S
The Planning Commission reviewed and forwarded a recommendation of approval to the City Council for a rezoning request for a property located at 360 West 1500 South. The property, currently zoned as Public Facilities (PF) and R12, will be rezoned to R8 Single Family Residential to accommodate a new residential subdivision on approximately 5.45 acres. This rezoning will allow for the development of 18 new single-family lots, potentially including connections to city sewer and water, and addressing septic system concerns. The proposal also includes considerations for lot combinations and potential future parkland. The commission discussed the grade and access of the property, with the applicant committing to work with adjacent property owners on future access easements. The proposal was continued from previous meetings and included a resident-submitted video detailing the current use and access of the property, which features informal trails and a bike park.
Flood Damage Prevention Ordinance Update Recommended for Approval
The Planning Commission voted to forward a recommendation of approval to the City Council for proposed amendments to Chapter 10 of the ORM City Code, which relates to flood damage prevention. This update is required to align with updated FEMA Flood Insurance Rate Maps (FIRMs) and incorporates new standards for flood wave action and general updates to the model ordinance. The ordinance aims to ensure participation in the National Floodplain Insurance Program, maintain lower flood insurance rates for residents, and guide the design and construction of structures to meet flood reduction standards. Key changes include adopting new standards for flood wave action on lakes and tidal floods, updating definitions, and maintaining the city's participation in the federal program, which also unlocks mitigation grants and disaster assistance. An additional standard was adopted to make the base flood elevation for buildings one foot higher than the minimum, which is expected to further decrease insurance rates. The amendments address changing flood risks, including those related to levies and shoreline revisions. The adoption deadline was extended by 90 days due to notification issues, but the city aims to complete the ordinance update by June 23rd.
