City Council Approves Term Length Alignment for Boards and Commissions, Appoints New Members

Councilmember Yellow requested an updated spreadsheet of past suggestions for future agenda items to avoid redundant suggestions. Separately, the City Council considered and approved Ordinance 3957, which aligns the term lengths for board, commission, and committee members with those of elected officials, changing terms from two to three years. This change phases in with the election cycle, starting with appointments made in June and implemented in 2027 for subsequent council terms. The new term lengths do not apply to the Civil Service Commission, Substandard Building Board, or Zoning Board of Adjustment due to existing regulations. The council also approved Resolution 2026-035, appointing Eric Wellborn to the Planning and Zoning Commission and Lindsey Egan to the Keep NRH Beautiful Commission.

City Contracts for Design of John Barfield Trail Extension

The City Council authorized the City Manager to execute a professional services contract with Baird Hampton and Brown Inc. for the design of the John Barfield Trail Spring Oak Extension. The contract amount is not to exceed $172,138. This project aims to create a new off-road trail segment, improving safety and reducing conflict between drivers and pedestrians on Spring Oak Drive. The scope of work includes planning, surveying, engineering, and potential environmental and flood safety permitting. The city received five proposals, and Baird Hampton and Brown Inc. was selected based on experience, qualifications, and approach.

The property is zoned PD and designated for retail commercial use. The proposed amendment to the PD would apply to the entire property, not just a specific suite. The council approved the amendment unanimously.
