Adult Learning Center Highlights Program Successes and Community Impact
Sandy Anderson, in charge of the Adult Learning Center, presented an overview of its programs, which fall under Barry Tatum Academy with Principal Sean Cavan. The center offers high-sec classes, basic literacy, ESL, citizenship classes, and two JIL classes (Hi-Set and Moving Forward). High-set classes have flexible morning, afternoon, and evening schedules, and graduates qualify for scholarships. Anderson highlighted that their jail program was the number one in Tennessee in the past year, with 72 graduates. The ESL program serves students with approximately 28 different languages, focusing on English communication, employability skills, and safety protocols, including a workplace ESL class at Assurant. Basic literacy classes aim to help students become productive citizens, with a focus on improving children's education through adult literacy. Citizenship classes prepare students for naturalization interviews and tests, having created 37 new citizens in the last two years. The center also offers HESI Prep for nursing students, ACT/ASVAB preparation, and partners with the American Job Center for lineman school. A career coach provides mentoring, career assessments, and job placement assistance. Anderson also shared the success of the Taylor Farms program, which has had 100 graduates in four years, with 18 now in college.
Renovation Projects Approved for Watertown Middle and Lakeview Elementary Schools
The board approved bids for renovations at Watertown Middle School and Lakeview Elementary School. RG Anderson Company was selected for the Watertown Middle School bid. Both projects are scheduled for completion by June 30th to July 15th, 2028. The approval process involves further steps including review by the education budget committee and the County Commission before contracts can be finalized. The board also approved a bid for Lakeview renovations, with a similar completion timeline.
Board Approves Wastewater Service Agreement for Central Pike Elementary
The board approved an inter-jurisdictional wastewater service agreement for Central Pike Elementary School. This agreement is necessary for T-DEC to provide sewer service, utilizing sewer credits from the South Wilson Utility District and connecting to the City of Lebanon's system. The agreement, permitted as a satellite collection system by T-DEC, formalizes the school system's responsibility for the system from the school site to the point of discharge. The system was designed and permitted to City of Lebanon standards. Concerns were raised regarding the warranty period for the installed system, which is one year from acceptance, and the inspection process, involving the city, on-site inspectors, and the contractor. The agreement includes flow limitations based on state mandates (15 gallons/day/student) and calculations based on existing school water bills, resulting in a lower flow rate (5.5-7 gallons/day/student) for elementary schools. The City of Lebanon guarantees capacity in their wastewater treatment plant through the issuance of an availability letter and subsequent approvals, with tap fees of approximately $225,000 paid by the school system. The agreement is a requirement for the state operating permit.
Joe Padilla Appointed Contract Negotiator Amidst Upcoming Election Deadline
The board appointed Joe Padilla as the negotiator for a contract, following instruction from Mr. Jennings and the TSBA. This appointment is crucial for finalizing a contract before the upcoming election deadline of June 15th, which is 45 days before the August 6th election. Padilla expressed his availability to meet with Mr. Mayfield and Mr. Jennings to negotiate, emphasizing the need for effectiveness over expediency. The board discussed the process for reviewing and approving the negotiated contract, with a special called meeting tentatively scheduled for June 8th at 5:30 PM, and a potential backup meeting on June 11th at 5:00 PM. The purpose of the special call meeting is to review, discuss, and approve the negotiated contract. The board also discussed how community members or board members can submit negotiation points, which would be directed to the negotiator and then reviewed by Mr. Travis for contract language.
Facility Use Agreement Approved for King and City Church
The board approved a facility use agreement for King and City Church to continue using the LZ patent. Mr. Andrew from King and City Church was unable to attend due to work constraints, but the agreement was brought before the board for a vote. Dr. Holland approved the agreement and expressed willingness to have the church use the facility. The paperwork was confirmed to be in order.
