Resident Raises Concerns on E-Scooter Enforcement and Sidewalk Safety, Advocates for Gaza Statement
Tim Park, a resident, praised the city's new buses and expressed excitement about the Spin (Phoenix) e-scooter program, noting it offers alternative mobility options for young people. However, he raised concerns about the enforcement of e-scooter violations, questioning the vendor's responsibility for policing users and suggesting stricter penalties. Park also observed a young person riding an electric motorcycle on the sidewalk and advocated for a vehicle-free zone on the downtown sidewalks, excluding baby strollers. He concluded by asking the council to consider making a statement on the genocide in Gaza. Bill Belnap, City Administrator, clarified that e-scooters are not allowed on sidewalks in the downtown core (Washington to Jackson) and that human-powered bikes are permitted but encouraged to be walked. E-assist devices are prohibited on sidewalks, while human-powered bikes are still allowed. The police department is responsible for enforcement. Sher, a resident, added that people ride on sidewalks because they don't feel safe on the road, emphasizing the need for coordination with drivers and protected pathways.
City Council Approves Rejection of High Bid for Chip Seal Project
The City Council reviewed and approved the consent agenda, with one item (Item C) pulled for further discussion. Item C concerned the chip seal project for Garfield Street and Blaine Street, which was not proceeding due to a bid coming in too high. Staff clarified that the issue was the sourcing of a specific rubberized chip, leading to a 30% cost increase. The city will re-evaluate alternatives for future chip seal and slurry coating projects. The council ultimately voted to approve the rejection of the bid for this project.
Moscow City Council Expands Open Container Exemption to Include Liquor in Entertainment District
The City Council considered and approved an ordinance amending the entertainment district open container exemption to include liquor, in addition to beer and wine. This change was requested by the Chamber of Commerce and Downtown Business Alliance to enhance local events. The ordinance, a minor adjustment to city code, passed with a motion by Sandra and a second by Bryce. Council members expressed excitement about the potential benefits for events and reiterated that event organizers bear the responsibility for enforcement and insurance, with the city retaining oversight through proposal reviews.
Housing Crisis Advocates Highlight Urgency and Challenges in Addressing Homelessness
Erica Miner, the access point for region two for the state of Idaho, shared her experiences assisting individuals and families facing housing crises, including homelessness and eviction. She receives 10-35 calls daily and has a list of 65 households currently experiencing homelessness in her region. Miner emphasized the desperation of callers and likened the city council's need for help with the housing authority to the calls she receives. She highlighted the importance of listening and trying to help in any way possible, advocating for the city to adopt a similar approach. Tracy Bolt, Executive Director of Sojourners Alliance, expressed disappointment in the housing workshop, feeling that insufficient background information was prepared and that discussions were dismissive. She also noted the difficulty of addressing housing issues with limited resources and time, questioning the allocation of staff time when the ultimate decision rests with the board.
