Community Development Report Highlights Fire Department Activity, Stormwater Rules, Street Maintenance, Airport Project Funding, and Vacant Property Ordinance Discussion
The council received a report on the fire department's activities for May, detailing responses to fires, hazardous conditions, medical calls, and public service calls within the city and county. The report indicated a total of 55 calls for the month. Additionally, information was shared regarding stormwater management, specifically that it is against city ordinance to dispose of grass clippings, leaves, or brush in city ditches or streets, as these materials can impede stormwater flow. The municipal services department also provided an update on upcoming street maintenance, including crack sealing and slurry sealing, with an estimated start date of June 8th for crack sealing and a later date for slurry sealing. A mill and overlay project by Capital Paving is anticipated to begin in the first week of July, with efforts to minimize the time between milling and overlaying to prevent infrastructure damage and vehicle issues. Residents will be notified 24 hours in advance of work and will need to move their vehicles. A new street sweeper is expected to be delivered the following week. A community-wide cleanup event is scheduled for Saturday, June 13th, from 8:00 a.m. to 2:00 p.m. at the county fairgrounds, accepting items like furniture, clothes, tires (with a charge and without rims), electronic scrap, bulk debris, and two appliances per home. Freon-based appliances and yard waste will not be accepted, and information for hazardous household waste disposal is available from the state. Project updates were also provided on the airport lighting project, where the state has agreed to cover a $175,000 gap in funding, allowing the project to proceed with a 10% match on entitlement funds and a 5% match on federal funds. Updates on storm boxes at Le Roy and Cotton Street were also given, with plans to potentially bid them together for cost savings. The Eastwood stormwater project, utilizing FEMA funds, is nearing completion after finalizing easements, following federal acquisition uniform code procedures. Finally, the city is addressing the Ridgerest property through property maintenance, issuing tickets for tall weeds and debris, and an upcoming appearance in municipal court if compliance is not met. Inspectors from IBTS are assessing the house for dangerous building actions. The city also plans to modify the vacant property registration ordinance to include stricter timelines for repairs, such as replacing boarded-up windows, and escalating fees for non-compliance.
