State Board of Education Proposes Policy Amendments to Clarify Testing Requirements for Educator Licensure

The State Board of Education discussed a policy amendment regarding the NC Educator Licensure (LURE) policy, specifically LIC 003, concerning testing requirements. The first part of the amendment addresses the removal of the Praxis Performance Assessment for Teachers (PPAT), also known as PPAT. Since ETS discontinued the PPAT in December 2025, the amendment clarifies that it is no longer accepted as a pedagogy assessment for state licensure. The ETSPA will become the sole pedagogy assessment, unless a handbook does not exist for a specific licensure area, in which case the Principles of Learning and Teaching (PLT) exam may be used. This update aims to provide clarity to the field. The second part of the amendment concerns the updated middle grades (6-9) Social Studies test. This is a new test developed by ETS with a new cut score of 149, effective September 1, 2026. Despite the identical cut score, the test is considered new and aligns with national and state Social Studies curriculum standards. The effective date is set to avoid confusion between the current and updated tests.

Student Voices Project Aims to Network and Empower North Carolina Students in Education Policy

The "Student Policy Post" initiative was also detailed, which produces policy briefs and newsletters to inform students about education policy. Gracie Moore presented on the social media strategy, active on Instagram and TikTok, reaching an average of 5,500 views monthly and an average of 200-600 students per post, with a focus on easily digestible content like "Legislation in 60 Seconds." A virtual town hall is planned for September 19th to facilitate student collaboration on school issues. Future goals include establishing the organization as a nonprofit and forming partnerships.

Caldwell County Educator Pathways Program Seeks Initial State Board Authorization

The program involves a rigorous review process through the Council for the Accreditation of Educator Preparation (CAPE) and has no cost to applicants due to an existing relationship between North Carolina and CAPE. Since the program was last discussed in April, additional materials have been submitted by Caldwell County Schools, including a rationale for the program, launching timelines, course syllabi, faculty resumes, rubrics, performance materials, and responses to subcommittee questions. The program aims to serve alternatively licensed teachers within Caldwell County and surrounding partner districts. The board is to consider granting initial authorization under the residency pathway for various educator roles.

Charter Schools Review Board Discusses Readiness, Approves Amendments, and Hears from Scholarship Recipients

Ashley Log provided an update on the Charter Schools Review Board meeting from May 11th. The meeting began with presentations from 10 scholarship recipients of the State Employees' Credit Union (SECU) Foundation's "People Helping People" scholarship program, which has awarded over $80 million to North Carolina students since 2005. The office facilitates this award process for charter, lab, and regional school applicants. The board also reviewed five amendment requests for charter schools, approving four and denying one. The majority of the meeting was dedicated to the "Ready to Open" process for schools in the planning phase. This year, readiness reports were introduced, covering criteria such as facilities, enrollment, and operational documentation. Three schools were deemed "substantially or fully ready": NC Connections (statewide virtual K-12), Carolina Collegiate High School (Durham), and Warren County (K-6). Four schools were deemed "partially ready" or "not ready": BH2 Stream (Edgecombe County, K-6), Focus Academy (Wake County, K-4), Rise Academy (Guilford County, K-4), and IDYL (Wake County, K-6). One school, Focus Academy, requested a delay, which will be considered at the next meeting. The next steps involve a CSRB vote on June 8th for the remaining schools, with options to approve, deny, or require a delay.

General Assembly Reaches Budget Framework Agreement: Teacher Raises, Tax Cuts, and Revenue Forecast Updates

During the Government and Community Affairs Committee report, Ms. Cold Train provided an update on the General Assembly's budget framework agreement reached on May 12th. The framework compromises on salary increases for state employees and public school educators, and proposed income tax rates. Although no legislation has been released, media reports indicate an average 8% raise for teachers, with larger raises for beginning teachers, and one-time bonuses for teachers based on experience level ($1,000 for <15 years, $1,750 for >15 years). Other state employees are set to receive a 3% raise, with similar bonus structures. Retirees will receive a 2.5% one-time bonus. The opportunity scholarship program will continue as is. The income tax rate, currently scheduled to fall to 3.49% in 2027, will be held at 3.49% through 2029, then decrease to 3.24% in 2030-2032, and potentially 2.49% by 2034. Two constitutional amendments related to taxes will go to the November ballot: one to limit property tax levies and another to cap the personal income tax rate at 3.5%. Additionally, a revised consensus revenue forecast anticipates nearly $1 billion in overcollections for 25-26 and over $700 million for the next fiscal year due to stronger tax collections and an improved economic outlook.
