Annexation, Rezoning, and CUP for Multi-Tenant Retail on Holly Springs Parkway Approved
Applicant Zahid Alum requested annexation of 0.5 acres, rezoning of 0.5 acres from R40 single family residential estate county to GC General Commercial City, and a conditional use permit for a multi-tenant establishment. The county did not object to the request but recommended considerations for stormwater management. Access to the property will be via Swan Lane, which connects to New Light Road. The area has indications of wet conditions and potential wetlands that are headwaters of Bradshaw Lake.
Proposed Zoning Ordinance Text Amendment to Modernize Administration and Governance
A proposed text amendment to the Holly Springs Zoning Ordinance, Article 1 Administration, was presented. The amendment aims to replace the entire article due to several changes, primarily replacing the title 'Zoning Administrator' with 'Community Development Director and duly appointed designee' to reflect current staffing. It also proposes establishing commission members from each ward, similar to council members, with council members appointing their representatives. The amendment will clarify parameters for attendance, vacancies, officers, quorum, and residency requirements (living in or having a business in the city). Procedural rules, currently a separate document, will be incorporated into the ordinance. The changes are influenced by House Bill 1204 and will be effective upon council approval on June 18th.
