Hermantown Council Approves Wetland Replacement Plans for Payton Acres and Hawkline Business Park
The City Council approved two wetland replacement plans. Resolution 2026-59 approves the plan for the entire 63-acre Payton Acres development, addressing wetland impacts of 13,534 square feet. This plan has been reviewed by the Technical Evaluation Panel, including the city, St. Louis County, BWSR, and the DNR. Resolution 2026-60 approves the wetland replacement plan for the Hawkline Business Park, a 46-acre industrial project. This plan addresses anticipated wetland impacts of 2.31 acres, with further impacts expected for a future north-south road connection. Both plans involve minimizing wetland disturbance and have undergone review by relevant state and local agencies.
Hermantown Approves Development Agreement for Phase 4 of Payton Acres Project
The City Council approved Resolution 2026-58, authorizing a development agreement with JLG Enterprises of Hermantown LLP for Phase 4 of the Payton Acres development. This agreement outlines the infrastructure requirements, including sidewalks, water, sanitary sewer, roadway, and stormwater improvements. Phase 3 utilities are in, with paving, curb, gutter, and sidewalk expected in 2026. Phase 4 utilities are planned for installation in 2026, with paving, curb, gutter, and sidewalk in 2027, allowing time for the roadbed to settle.
Hermantown City Council Approves Comprehensive Plan Amendment Expanding Urban Service Boundary City-Wide
The City Council considered and approved Resolution 2026-55, which amends the comprehensive plan by expanding the urban service boundary to encompass the entire city. This amendment is necessary to align with the Western Lake Superior Sanitary Sewer District's (WLSSD) requirements for utility extensions and to address existing utilities located outside the current boundary. The amendment clarifies short-term (under 10 years) and long-term (over 10 years) growth areas. While this amendment allows for future utility extensions, it does not obligate the city to build any new lines, nor does it mandate residents connect to city water or sewer if they have private systems, unless their current systems fail or local ordinances require it during property transfers or expansions. The cost of water and sewer maintenance is incorporated into utility rates paid by all subscribers.
Hermantown Council Approves $23,977 Change Order for Keen Creek Trail Enhancements
The City Council approved Resolution 2026-66, authorizing a change order for $23,977.80 to Vite and Company for improvements to the Keen Creek Trail, segment 4 construction. The change order includes enhancing the crossing at Anderson Road on the existing Boulder Trail for safety, and adding rest stops with paved pads and benches along the Boulder Trail segment. A gazebo and picnic tables will also be installed at the junction of the two trail systems ('the Y'). Two applications have been received for memorializing benches.
Hermantown Council Approves Easements for Lightning Drive Project and Street Vacation
The City Council approved four resolutions (2026-61, 2026-62, 2026-63, and 2026-64) accepting easement agreements for the Hermantown Lightning Drive Improvement and Trail Project. These easements involve the Hermantown Economic Development Authority (HEDA), Dalstar Partners LLP, Peace in Christ Lutheran Church, and Joshua John Toms and Adriana R. Richie Toms. The easements are for both temporary and permanent use related to utility corridors and trail construction. The council also approved Resolution 2026-65, accepting a petition to vacate Williams Drive, a public street near Uggstead Road, with the understanding that the owner will grant the city right-of-way for utilities and a roadway.
