Eastern Water Treatment Plant Fully Funded; Water Rate Increases Significantly Reduced
The city is making significant progress on its water treatment plant projects, with the Eastern Water Treatment Plant fully funded. A $17.5 million state capital budget allocation, combined with an anticipated $5 million emerging contaminants grant, covers the full cost. This funding eliminates the need for a projected 2026 water rate increase and reduces the increases planned for the next two years. Previously, a 10% increase was projected for the eastern plant and a 37% for the western plant; now, only a 13% increase is anticipated. This financial relief is significant for residents and businesses. The central water treatment plant project is also progressing, with raw water mains nearing completion and below-grade work on the plant itself wrapping up, ahead of tip-up wall construction. The city is also coordinating with the Public Facilities Authority on the financial package for the Eastern Water Treatment Plant and has resumed planning with the state veterans home for water interconnection. Regarding EPA regulations for contaminants, the city is considering applying for a two-year compliance deadline extension to April 2031, though their primary goal remains completing the treatment plants by early 2029 to provide safe water sooner. The extension application, if pursued, must be submitted by late July.
Hastings City Council Approves Orderly Annexation for Pleasant Valley Farm Development
The Hastings City Council approved a joint resolution for an orderly annexation agreement for approximately 166 acres of land designated for the Pleasant Valley Farm development. The annexation, which will occur after the property changes hands and is transferred to developers, includes the Gail Conmius property and Oakwood Cemetery, preventing them from becoming landlocked islands within the city. The Ninger Township had previously affirmed the annexation agreement on May 19th. The property is planned for approximately 400 home sites by Tradition Homes, featuring single-family homes, townhomes, a park with trails, open space, and a private clubhouse. Future steps include an environmental assessment worksheet, a 30-day public comment period, neighborhood meetings, platting, rezoning, and other land use applications. Property owners within 350 feet will be notified at each step. The council voted to adopt the resolution, allowing for its recording with the state.
Speedway Store #4486 Denied Tobacco License Renewal Due to Repeated Compliance Violations
The city council voted to deny the tobacco license renewal for Speedway Store #4486 for the 2026-2027 licensing period due to repeated non-compliance with sales regulations, specifically selling to individuals under 21. Staff recommended denial after Speedway West had been in violation for at least the last four consecutive years, including multiple violations of selling to minors. The store was previously fined and received a 7-day suspension in March for a violation that occurred in October. The council's decision follows a recommendation from staff and prior discussion in the public safety committee. If the denial stands after a potential hearing requested by Speedway, the store would lose its tobacco license. The decision specifically targets tobacco products and would not prevent the sale of other items like food. Speedway has 10 days from notification to request a hearing.
