Resident Urges Granberry Council to Formally Oppose Industrial Data Development
TJ Riggio addressed the council for the third time regarding industrial data developments, expressing dissatisfaction with the perceived lack of community voice being heard. As a lifelong resident, Riggio stated that the community feels ignored and held in contempt regarding these developments. He proposed three resolutions for council consideration: 1) The city officially takes a public stance against unwanted industrial data development, stating they are not welcome and will receive no tax breaks. 2) City leaders appeal to higher authorities to pass laws protecting communities and granting local agency over industry choices, specifically mentioning higher air quality permit standards for power plants. 3) The city forms coalitions with other municipalities to resist unwanted industrial data development. Riggio believes these actions would help alleviate public frustration.
Granberry Council Approves Abandonment of Holly Hill Cemetery Road Portion
The City Council considered and adopted Ordinance 26-35, approving the abandonment of approximately 1,220 feet of Holly Hill Cemetery Road, requested by Carl Baker. The applicant owns both the north and south properties adjacent to the road and seeks relief for vehicle and maintenance access to the southern property (maintenance barns) and northern property (private golf course). The road was built in the 1940s/50s, never dedicated to the county, and not owned by the city, technically making it the applicant's property underneath. The abandonment addresses safety concerns for employees and provides agreed-upon emergency access to the adjacent Peninsula subdivision via a cul-de-sac and emergency access point. Concerns about pedestrian safety and traffic on Loop 567 were raised by residents, leading to commitments from staff and council members to address potential turn lane improvements on Loop 567. The council approved the abandonment with a 6-0 vote.
Granberry City Council Approves Voluntary Annexation of 8.542 Acres for Residential Development
The City Council considered and adopted Ordinance 26-32, approving the voluntary annexation of 8.542 acres of land located at 901 Meander Road, requested by Richard Solomon. This property was previously part of a 2019 involuntary annexation and is slated for single-family residential development, requiring city limits for zoning and development continuity. Staff recommended approval, and the council voted to approve the annexation.
Resident Alleges Unlawful Search by Granberry Police During Gaming Room Raid
During the citizen comments section, Paul Loth addressed the council regarding a recent police raid at a gaming room on Business Drive. He alleged that officers exceeded their scope by attempting to search his vehicle without consent or probable cause, which he believes violates his Fourth Amendment rights. Loth stated he obtained video evidence of officers pulling on his door handles and looking into his vehicle after he refused a search. He urged the council to ensure police operate 'above the board' amidst ongoing public scrutiny of law enforcement. The council acknowledged his comments but could not respond as per protocol for citizen comments on non-agenda items.
Granberry Approves Car Wash SUP with Conditions for Improved Access
The City Council considered and adopted Ordinance 26-34, approving a Specific Use Permit (SUP) for a self-service car wash at 1105 South Morgan Street. The property, formerly a Burger King, is zoned commercial and requires an SUP for this use. Concerns were raised regarding traffic flow, ingress/egress, and the potential for left turns onto Morgan Street. The applicant, Cross Development, proposed a site plan, and the city staff recommended approval with the condition of administrative flexibility to address site plan changes, particularly concerning access to Whitecliff Road. The Planning and Zoning Commission recommended approval (5-0). The council approved the SUP with a motion including provisions for administrative flexibility to provide additional access to Whitecliff Road.
