Garfield Council Advances Ordinances on Peddling, Dumpsters, Sewers, Water Rates, and Budget Cap
The meeting included the first reading of several ordinances. Ordinance 3147 amends Chapter 237 (Peddling and Soliciting) regarding permit fees. Ordinance 3148 amends Chapter 287 (Sidewalks) concerning dumpsters on private property used for business purposes. Ordinance 3149 amends Chapter 265 (Sewers). Ordinance 3150 amends Chapter 333 (Water) regarding rates. Ordinance 3151, the calendar year 2026 ordinance, allows the municipal budget appropriation limit to be exceeded via a cap bank. Final hearings for these ordinances are scheduled for June 9th, 2026.
Garfield Introduces 2026 Budget with $49.2 Million Total and 4.93% Tax Increase
The city council introduced the 2026 municipal budget, which totals $49.2 million, an increase of $2.7 million from the previous year. Major cost drivers include a 1.1% increase in health insurance premiums, contractual salary and wage increases, and statutory increases for sewer and operating expenses. Despite the overall spending increase, the proposed tax increase is $1,467,000, significantly less than the total spending increase, due to revenue from water and sewer charges, and increased municipal court fines. The average household will see an annual tax increase of $191, or 4.93%. The city's municipal tax component remains one of the lowest in Bergen County and the state. Discussions also covered the statutory obligation for library funding, which increased by $145,000 and amounts to $1.42 million.
Adeline Aosta Recognized as Chief for a Day
The Mayor and Council recognized Adeline Aosta as Chief for a Day via Proclamation R-251-26. The proclamation was moved by Mayor Garto and seconded by Deputy Mayor Raymond, passing with a unanimous roll call vote.
Garfield Proposes Water and Sewer Rate Increases to Offset Budget Costs
The council discussed proposed increases for water and sewer rates to help manage the city's financial obligations and mitigate tax increases. The water rate is proposed to increase from $108 to $137 per quarter, which will still remain among the lowest in the area, significantly lower than private purveyors like Suez or the P Valley Water Commission. The sewer rate is proposed to increase from $18 to $40 per quarter, which will also remain considerably lower than neighboring municipalities. These increases are intended to be phased in to avoid a large immediate impact on residents and to ensure the long-term financial health of the utilities.
Garfield City Council Honors Youth Cheerleading Teams for Outstanding Season
The meeting featured a special presentation honoring the Garfield Competition Cheerleading teams for their achievements during the 2025-2026 season. Proclamations were issued recognizing the Tiny Twisters, Mini Monsters, Youth Stars, Junior Reign, and Senior Gold teams. The athletes, coaches, and parents were commended for their dedication, sportsmanship, talent, and hard work, with many council members and officials expressing pride in their accomplishments and their role in making Garfield a 'city of champions'.
