Council Approves Updates to Fire District Impact Fees and Advisory Committee
The council held public hearings and approved three ordinances related to North Ada County Fire and Rescue District development impact fees. Ordinance 1060-25 amends the impact fee schedule to align with the Capital Improvement Plan. Ordinance 1063-25 corrects the district's name in the municipal code. Ordinance 1064-25 repeals the old advisory committee ordinance and establishes a new joint development impact fee standing advisory committee via an intergovernmental agreement. Staff confirmed the new fees are on page 220 of the packet. An intergovernmental agreement (Resolution 1229-25) was also approved, outlining administrative fees: $80 per month plus $20 per impact fee processed. This agreement ensures the city is recouped for staff time spent processing these fees. The measures aim to ensure adequate funding for fire and rescue services as the community grows.
Final Plat Approved for 'The Strand' Residential Development; 5-Year Extension Denied
Pivot North Architecture presented 'The Strand,' a final plat application for a six-unit residential development. The project aims to incorporate the goals of the comprehensive plan, focusing on thoughtful infill, neighborhood regeneration, and blending harmoniously within the 'live work create district.' Key aspects include six units, two parking stalls per unit in a garage, guest parking, and 16% open space (exceeding the 10% code requirement). Changes from the preliminary plat include a revised roof form (decreasing building height), recessed balconies for privacy and usable deck space, and concrete surfboard sculptures as public art instead of a mural. The project involves streetscape improvements on 35th and Car Streets, with attached sidewalks on Car Street and detached on 35th Street. The applicant requested a 5-year approval timeline, citing delays with agency approvals and third-party agencies. The council debated the 5-year extension, ultimately denying the wholesale extension while approving the plat with other conditions, including abandoning the trash easement and allowing the surfboard art. The two-year clock for the subdivision approval starts immediately.
Inter Mountain Gas Franchise Extended for 20 Years
The council considered a 20-year franchise agreement with Inter Mountain Gas Company. The agreement includes a 3% franchise fee on gross receipts paid to the city. Key negotiations resulted in a 5-year warranty for road work related to gas line access, up from the initial one-year offer. A notice provision was added to ensure communication before the automatic 20-year renewal. Additionally, Inter Mountain Gas agreed to restore city streets and alleys damaged by infrastructure removal, as requested by Council President Paige. The ordinance also acknowledges that Inter Mountain Gas must comply with regulations from the Idaho Transportation Department and Ada County Highway District in addition to city rules. The first reading of Ordinance 1066-26 was approved.
Dennis Houston Reappointed to Urban Renewal Agency Board
The council considered the reappointment of Mr. Dennis Houston to the Garden City Urban Renewal Agency (URRA) board for another five-year term. Council members expressed strong support for Houston, citing his great job and significant contributions to the URRA and the city. A motion was made to authorize the Mayor to reappoint Dennis Houston to the URRA board for a 5-year term, which was seconded and approved.
City Authorizes $1,500 for America 250 Mural Project
The council considered authorizing a $1,500 contribution from the city's general fund towards the America 250 commemoration project, specifically for a mural. While the Visitors Bureau received a $2,500 grant, it was insufficient for a quality mural, with comparable murals costing around $4,000. The proposed location is 3242 West Chinden Boulevard, at an art glass studio, pending owner agreement. The resolution also authorizes a ribbon-cutting ceremony on August 7th, as the mural is expected to be completed by then, after the July 4th holiday. The city's contribution is the only significant expenditure the city has made towards the 250th celebration.
