Sports Court Conditional Use Permit Approved for Walden Pond Way Property
The Town Council conducted a public hearing and approved a conditional use permit (CUP) for a sports court at 791 Walden Pond Way. The 1.2-acre site is zoned PC Plan Center District and is currently under construction. The sports court will be located in the rear of the five-sided lot, outside of septic lines, and meets all setback requirements. The applicant, Hallie Carter with 365 Custom Courts representing owner Robert Mackey, confirmed the lot coverage is 29.8%, which is 2.2% below the maximum allowed. The project received a recommendation for approval from Planning and Zoning, and there were no resident objections during the public hearing.
Police Department Reports Increased Traffic Stops, Seeks Additional Staffing, and Unveils New Car Design
Chief Chandler presented the police department's monthly report for April 2026. Traffic stops are up nearly 200 compared to the previous year, with a focus on robust traffic enforcement to reduce accidents, save lives, and decrease crime. While 200 citations were issued in April, nearly 200 more warnings were given, indicating a balanced approach. The department is currently one officer short and anticipates making a conditional employment offer soon. They are also planning for departmental expansion and have updated the graphics on police cars to a new, more cost-effective design, saving $1,700 per vehicle. The department is seeking additional staffing due to unallocated time being below the desired 50% threshold.
Fire Department Reports Accident Uptick, Community Engagement, and Enhanced Social Media Plans
Fire Chief Bell reported an uptick in vehicle accidents over the past month, primarily occurring on Stacey Road and Highway 75. He also noted that the fire department is fully staffed and has been active in community events, including safety education at Old Navy, EMS protocol exams, and peer support training. The department is preparing to enhance its social media presence and conducted extrication training. They successfully hosted a first responder open house with a large turnout. The fire department is also planning a pancake breakfast in October and is working on improving communication and community engagement through various initiatives.
Traffic Signal Timing and Intersection Improvement Discussions Highlight TxDOT Budget Constraints and Project Challenges
The Town Council discussed issues related to traffic signal timing and intersection improvements. TxDOT reported that they do not have traffic warrant analysis timing studies in their budget for Stacey and Country Club intersections. The town may explore third-party options or conduct its own study, with staff able to perform traffic counts but not turning movement analysis. A past project at Fairview Crossing involved complexities with TxDOT's signal design requirements, leading to a dispute over additional sensor costs after the project was closed out. The council also reviewed plans for the Fairview Parkway and Latham road projects, aiming for a fall letting, and discussed future traffic increases on Fairview Parkway.
Proposal for Monthly Farmers Market, Noise Study Update, and Tax Collector's Address at Council Meeting
During the citizens' comment period, Lindsay Stanley proposed supporting a monthly farmers market in Fairview's main shopping district. She highlighted potential benefits including supporting local businesses, connecting residents with producers, strengthening the local economy, increasing foot traffic, and enhancing community connections. Stanley cited research suggesting public markets are effective community gathering places. She suggested a market would celebrate Fairview's unique character and could become a signature event. Separately, Ben Brown provided an update on the noise study, indicating data collection is complete and analysis is underway, with a report expected before the July council meeting. Scott Grigg, Collin County Tax Collector, introduced himself and thanked the town for their partnership.
