Lraine Road Infrastructure Enhancement Project Moves Forward with Design Services Contract
Ordinance 2626, authorizing the mayor to request proposals and enter into a contract for professional design services for the Lraine Road infrastructure enhancement project, was placed on second reading and returned to the environment, public works, planning, zoning, and development committee. This ordinance was sponsored by Councilwoman Mann and Councilwoman Greenfield, with co-sponsorship from Councilman Minnik and Councilman Rarley. Miss Otter explained that the city has $1.4 million in SEMAC funding for lighting and $1.8 million for urban paving, and this legislation aims to integrate these design elements. The design is expected to improve traffic flow and emergency services for better air quality and will be similar to the ongoing Center Ridge construction. A preliminary engineering study by American Structure Point will be presented on June 8th, with initial construction expected in 2028-2029.
Gemini Center Nearing Reopening with Operational Updates and Membership Drive
The Local Government and Community Services committee discussed the Gemini Center, receiving updates on its operational and construction status. Director Kemp indicated the recreation department is building an aquatics division from scratch, requiring new staff, building structures, supplies, equipment, and procedures. Training for staff and lifeguards (aiming to hire 50, trained 28) is underway. Operational areas will be limited based on staff availability, though at least two lap lanes will be maintained. The department is maximizing opportunities for rentals and parties, with a membership drive planned from June 15th to July 15th offering two free months. An opening celebration, 'Wavefest,' is scheduled for June 26th-29th. Other cities like Westlake and Rocky River, facing pool rehabilitation, will use the Gemini Center for reciprocity, and their residents were offered memberships to Fairview Park's outdoor pools. Construction is nearing completion, with final inspections anticipated soon. A motion to leave the issue of the Gemini Center in committee passed 7-0.
Youth Football Program Receives Equipment Donation via Emergency Resolution
Resolution 2610, acknowledging the donation of football equipment from the Greater Cleveland Football Foundation for the city's recreational youth tackle football program, was approved for emergency passage. Council suspended charter provisions and council rules requiring three readings and referral to committee. The resolution passed.

This agreement allows the city to contract for services to cull up to 100 deer between October 2026 and March 2027. The USDA will use heat mapping to estimate herd size, work with the Division of Wildlife on a management plan, and designate bait and shoot sites. The city will need to pass legislation permitting hunting within city limits to proceed. The motion to place the ordinance on second and subsequent third reading passed unanimously.
