City to Seek OKI Grant for Pleasant Avenue Paving Improvements
The City Council approved an ordinance authorizing the city manager to execute and file an application for financial assistance with OKI (Ohio-Kentucky-Indiana Council of Governments) for the Pleasant Avenue paving improvements. This grant will fund a portion of the paving project between Hunter and Wessel. The project involves three inches of milling, overlay, pavement markings, and maintenance of traffic. A 20% local match is required for the project, which qualifies under the Surface Transportation Block Grant Repaving Pilot Program.
Fairfield Council Approves Municipal Court Salaries and Budget Appropriations
The City Council passed three ordinances related to finance and budget. One ordinance establishes salaries and hourly rates for certain municipal court employees, repealing a previous ordinance. Two other ordinances adjust appropriations: one for contractual expenses totaling $337,823 (including two public utilities projects), and another for non-contractual expenses totaling $275,572 (covering five items in public works and public utilities departments).
Easement Granted for New City Solar Array Connection
The City Council approved a resolution authorizing the city manager to grant a permanent easement to Duke Energy Ohio near the wastewater treatment plant on Grow Lane. This easement is necessary for extending electrical infrastructure to connect the city's new five-acre, 1.5 megawatt solar array to the electrical network. The solar array is intended to reduce the city's electric demand and generate cost savings.
Fairfield Council Approves Water Tank Rehabilitation, Wastewater Parts, and Paving Project Funding
The City Council approved contracts for two public utilities projects and one public works project. For public utilities, a contract was authorized with LT Painting Incorporated for the 2026 Hunter Water Tank Rehabilitation Project, which includes exterior coating and cathodic protection. Another contract was authorized with Henry P. Thompson Company for primary clarifier parts for the wastewater treatment plant, a sole-source purchase. For public works, an ordinance was passed to authorize the city manager to execute and file an application for financial assistance with OKI for the Pleasant Avenue paving improvements.
Fairfield Council Approves Tax Incentives for New Butler County Trade Center Industrial Development
The City Council approved an ordinance authorizing the execution of a community reinvestment area (CRA) agreement and a CRA school compensation agreement with North Point Development LLC. This agreement provides property tax incentives for the construction of five speculative industrial buildings on the Jackman Farm property, located at 8105 Seward Road and 3603 Tylersville Road. The project, to be known as Butler County Trade Center, involves an investment of over $130 million and will include approximately 1.29 million square feet of industrial space. The CRA agreement includes a 10-year, 75% tax abatement on new buildings, with a school compensation payment of 32% of abated taxes to the school district and a proportional payment to Butler Tech. The developer has also requested Tax Increment Financing (TIF) funding, which is currently under staff evaluation for infrastructure upgrades. This development is envisioned to attract quality tenants and create jobs.
