Police Department Reports Significant Crime Reduction; Fire Department Pursues Accreditation and Community Preparedness

The Downey Police Department reported an 18% decrease in FBI index crimes for the past year, with a projected decrease of just under 10% for the current year, reaching the lowest numbers since pre-pandemic. The department continues its homeless outreach efforts, working with other city departments and utilizing grant funds. Traffic collisions decreased by a couple of percent, attributed to increased visibility of traffic officers and educational efforts, though citation numbers saw a slight increase. The department is seeking to improve its license plate reader (LPR) technology, with plans to replace antiquated equipment and potentially adopt new vendors like Flock. Recruitment remains a focus, with efforts to hire sworn and non-sworn positions, including a one-day recruiting event planned for July. The department is currently down 18 sworn officers, including 12 Measure D positions, and has four officers in training, with more graduating soon. The Fire Department reported responding to 579 fires and 9,037 medical incidents, and is working towards accreditation through the Center for Public Safety Excellence. They plan to develop a community-wide cardiac arrest plan, adopt a risk-based fire prevention strategy, and host an emergency preparedness fair. The department is fully staffed in support roles but has seven vacancies for firefighters, with two graduating soon and ongoing recruitment. A change in hiring practice now allows EMT-certified individuals to apply, expanding the applicant pool.
