Clinton City Considers Annexation of Unincorporated Land West of City Limits
The city council held a public hearing and discussion regarding the annexation of unincorporated land west of Clinton City. The annexation aims to incorporate approximately 150 acres, with discussions focusing on service provision, zoning changes from the county's 'ACT 10' to the city's 'ACT 1' zone, and the process for future development agreements. The council is considering how to integrate this land, addressing concerns about utilities, public safety, and existing land uses. A key point of discussion was the impact on existing agricultural uses and property rights, with assurances that current uses would be grandfathered in, but future changes would be subject to city ordinances. The annexation process is driven by the county's desire to cease managing unincorporated areas and the state's legislative changes making annexations easier. A small portion of the land, 12.19 acres, is currently being considered for development by a single developer. The city is also working on a future small area plan for this annexation zone to ensure cohesive development.
Clinton City Approves Interlocal Agreement for Regional Dispatch Services with Layton City
The city council approved a resolution to enter into an interlocal agreement with Layton City for regional dispatch services. This decision is necessitated by Davis County's consolidation of its Public Safety Access Point (PSAP) system. Clinton City, as a contract city with the county, must join a regional PSAP to continue emergency services, as mandated by state law. After exploring options, the agreement with Layton City was chosen over potential services in Weber County, which posed concerns for inter-county communication and response times. The agreement is for three years and will involve an increase in annual dispatch fees for Clinton City's police and fire services, estimated at approximately $200,000, which may be passed on to residents. While the service is expected to be excellent and digitally merged with existing systems, the city expressed frustration over the lack of control regarding the assessed fees.
Clinton City Approves City-Wide Recycling Cart Purchase and Rollout
The city council is moving forward with the purchase of recycling carts for a city-wide rollout. The plan has shifted from a phased rollout to a wholesale approach due to logistical and storage efficiencies offered by the provider. The anticipated delivery date for the carts is around August 1st, with a three-week period for distribution across the entire city. This initiative is funded from the city's fund balance, with an estimated cost of $427,000. The cost per cart is approximately $60, which is less than initially anticipated, leading to more substantial grant funding utilization and less reliance on the garbage fund. The city is working with Wasatch Integrated for messaging and educational materials to accompany the rollout.
