Jim Rails Sworn In as Canyon Lake's New Chief of Police

Canyon Lake City Council Approves Budget, Allocates Funds for Increased Public Records Request Costs
The City Council adopted the Fiscal Year 2026-2027 budget, which includes an allocation of $19,000 from surplus revenues to cover an increase in public records act (PRA) request costs. The city attorney's office has seen a significant uptick in complex PRA requests, leading to higher legal service utilization that has nearly doubled the allocated monthly hours. To address this, the city is using its surplus to cover these costs, which include legal reviews and staff time dedicated to fulfilling these requests. The city manager noted that this adjustment is necessary to meet legal obligations and ensure adequate resources for responding to these requests, especially complex ones that require extensive legal review and staff involvement.
Canyon Lake Adopts Technology User Fee and Policy for Remote Participation Under New State Law
The City Council discussed and approved a resolution establishing a technology user fee of 8% for applicable fee-based services, including permitting software, financial systems, and public safety platforms. This fee aims to offset the city's annual technology costs, estimated at approximately $183,874. While full cost recovery would require a 28% charge, the 8% rate is recommended to be moderate and comparable to other cities. A separate 8% fee will be applied to police fee services. The council also addressed the implementation of Senate Bill 707, requiring cities to develop the ability for two-way audio-visual participation in meetings and adopt a technology disruption policy. The city will use Zoom for remote participation, with links available on the agenda and city website. The policy outlines procedures for addressing technological disruptions during meetings, ensuring good-faith efforts to restore service or continue the meeting after a specified period.
