Town Council Approves Funding and Contract for Chapel Street Sewer Connection
The town council considered and acted on a recommendation to award a bid and funding for the Chapel Street sewer connection and river crossing project. The project, which has been ongoing for many years, aims to connect sewer services to the peninsula where several businesses are located. Funding will be reappropriated from the American Rescue Plan Act (ARPA) fund and the 102 Water Loop Fund. The lowest bidder for the construction contract is Boyle and Fogarty Construction Company. The council also discussed the remaining funds in the 102 Water Loop Fund and the necessity of the reappropriation due to project overruns.
Proposed Ordinance to Prohibit BYOB Establishments Introduced
The town council considered a first reading of proposed amendments to chapter eight of the revised general ordinances, specifically prohibiting 'bring your own beverage' (BYOB) establishments. A public hearing is to be scheduled for this proposed amendment.
Town Council Addresses Board Member Code of Conduct Amidst Concerns on Speech and Accountability
The town council discussed the implementation of a Code of Conduct for board and commission members. Several residents and board members expressed concerns about the vagueness of certain clauses, particularly regarding freedom of speech, the definition of 'staff,' and the authority of boards versus the town council. The town manager and solicitor clarified that the code is intended to ensure appointed officials work in alignment with town goals and policies, without infringing on First Amendment rights, and that using one's official position to sway other boards is prohibited. The code is seen as a roadmap for appointees, and non-compliance could affect reappointment. The council also discussed the need for a formal removal process for board members who violate the code.
Firearms License Granted to Alliance Gunsmithing and Archery Repair
The town council considered and acted on an application for a firearms license for Richard D. Kaya, doing business as Alliance Gunsmithing and Archery Repair, located at 95 Donahue Road. Mr. Kaya, who holds a Type 7 FFL license and is registered with ITAR, primarily repairs antique firearms and does not intend to deal with ammunition. The administration had no objection, and the council moved to grant the license, contingent on all stipulations being met. The public hearing for this item was closed.
E-Bike Use Regulation to be Considered by Ordinance Committee Amidst Safety Concerns
The town council discussed a proposed ordinance to regulate e-bike use in Burrough. The discussion stemmed from numerous complaints received regarding unsafe e-bike usage. Councillor Hoole proposed referring the matter to the ordinance committee for discussion and the development of safe usage guidelines. Council members noted that many communities are facing similar issues and suggested researching existing regulations to avoid reinventing the wheel. Concerns were raised about a lack of dedicated spaces for e-bike users, potential safety issues like riding on sidewalks or against traffic, and the need for parental accountability. The matter was referred to the ordinance committee.
