City Council Reviews FY26-27 Budget, Tax Strategies, and Capital Improvement Plan
The City Council received an update on the FY26-27 budget calendar, tax rate strategies, capital improvement program, and a five-year financial forecast. Key discussions included the budget timeline, voter approval rate implications for election scheduling, historical tax rate trends, assessed property value growth, and the impact of recent reappraisals. The council was presented with five-year forecasts for the general fund, water and wastewater fund, 4A and 4B sales tax funds, and the TIF2 fund. Specific attention was given to the water and wastewater fund, where a 7% annual rate increase was recommended to fund capital improvements and debt service. The council also reviewed the proposed FY27-31 Capital Improvement Program (CIP), which includes changes in project types, funding sources, and project phasing. A new process for managing unprogrammed project considerations was also introduced.
Resident Urges Expansion of Handicapped Parking in Old Town
The City Council discussed increasing handicapped parking availability in Old Town, addressing concerns raised by a resident about the lack of accessible parking. The resident shared an anecdote about a customer struggling to find parking, leading to distress for her grandchildren. He noted that while there are 38 handicap spots in a 10-square-block area, 11 are inconveniently located in the middle of a parking lot on Main Street, raising safety concerns due to traffic congestion. The speaker requested an additional 10 handicapped parking spaces beyond existing plans. Another resident agreed with the need for more handicap parking in Old Town, citing past difficulties as a bar manager.
City Moves to Attract Film Productions by Amending Public Events Ordinance
The City Council considered a proposal to add filming productions to the city's public events ordinance, a necessary step to become a Film-Friendly Texas community. This initiative aims to attract media industry professionals and film productions by streamlining the process for filming within the city. The ordinance amendment adds filming productions to the list of permissible public events. The approval process for film projects will mirror existing special event policies, including considerations for permits, fee waivers, street closures, use of city property, filming hours, notification to adjacent properties, and damage to property. The city has already received tourism-friendly certification and aims for film-friendly Texas certification next, followed by music-friendly certification.
Local Musician Calls for More Opportunities for Burleson Artists at City Events
A local musician and resident expressed concerns about the underrepresentation of local artists performing at city events, specifically mentioning the Hasana Summer event. The speaker stated they have been reaching out to city staff about this issue for the past year and felt unprepared to speak at the meeting but wanted to voice their concern. They believe local talent should be given more opportunities to perform on city stages.
