Brea City Code Updated to Streamline Regulations and Clarify Standards
The City Council approved an omnibus code update, Zoning Ordinance Text Amendment 2026-02, which modifies various chapters of the Brea City Code (Title 20). This regular update aims to ensure internal consistency within the code, align with state laws, reorganize development standards, and correct grammatical and reference errors. Key amendments include establishing replacement housing requirements consistent with state law, clarifying Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) standards, reorganizing residential development standards, updating driveway and aisle width standards, simplifying freestanding sign standards, and revising personal services land use definitions. No public comments were received for this item, and it was determined to be exempt from CEQA.
Brea Adopts Updated General Plan (BREA 2050) and BREACOR Specific Plan
The City Council reviewed and approved updates to the General Plan, known as BREA 2050, and adopted the BREACOR specific plan. The BREA 2050 update aims to establish a vision for the city's future over the next 25 years, incorporating extensive community input, current laws, and implementation tools like zoning updates. Key highlights include preserving hillside areas, directing new development to the Brea Core and commercial corridors, and adding an economic development element. The BREACOR specific plan will guide development within the core area, addressing zoning, mobility, streetscape, and infrastructure. The process involved extensive public outreach, Planning Commission review, and the certification of a program environmental impact report, which identified unavoidable significant adverse impacts on air quality, greenhouse gas emissions, and noise.
Brea Police Detail E-Bike Safety Concerns and Enforcement Strategies
The Brea Police Department is providing an update on trends and mitigation efforts related to e-bikes and e-motorcycles. The department has logged over 200 e-bike calls for service and recorded over 20 collisions involving e-bikes in 2025, a significant increase from three in 2024. They are implementing a summer and fall action plan that includes directed enforcement, a social media campaign, and collaboration with the District Attorney's task force. The department also offers safety classes, with 126 attendees since July 2025. Council members discussed increasing fines, banning e-bikes from trails and sidewalks, and exploring stricter impoundment policies.
Brea Approves Landscape and Lighting Maintenance Assessments for FY 2026-2027
The City Council approved the levying of assessments for seven landscape and lighting maintenance districts for fiscal year 2026-2027. Assessments for districts 1, 2, 4, 5, 6, and 7 will remain the same as the previous year. District 3 will see an increase based on a 3.2% CPI increase to cover maintenance costs and build reserves. Property owners were invited to provide input on district budgets in February, and notices for the public hearing were published. No protests to the proposed assessments were received.
