Alamar CFD and Aenddale City Council Approve Budgets, Tax Levies, and Bond Issuance
The Alamar Community Facilities District Board held a public hearing and meeting to discuss and adopt the proposed fiscal year 2027 budget and tax levy, along with authorizing the issuance of general obligation bonds. The total budget for fiscal year 2027 is $6.2 million, including an estimated $5 million in debt proceeds. The district plans to levy a combined tax rate of $4.15 per $100 of assessed valuation, generating over $1.1 million from the secondary tax rate. Additionally, the board approved the feasibility study and authorized the issuance of up to $4 million in general obligation bonds to reimburse the developer for public infrastructure. This bond issuance represents the fifth sale for the district, with past sales totaling $12.4 million. The board adopted CFD resolution 2-2026, authorizing and ratifying the approval of the feasibility report and the sale and issuance of these bonds. The meeting also included a presentation on the proposed fiscal year 2027 final budget and tax levy adoption for the city of Aenddale, totaling $514,345,500. The property tax rate is set at $1.4592, consistent with fiscal year 2026, generating over $4.5 million for the primary levy and $6.8 million for the secondary levy. Changes to the final budget include an increase to general fund salaries, a fund correction for a vehicle purchase, and adjustments to CIP and RICO program carryover appropriations. The presentation highlighted council priorities and accomplishments, including economic development ($200,000 for marketing, $3.5 million for boulevard expansion and parking), parks and recreation ($1 million for Oldtown Plaza, $2.5 million for park improvements), public safety (drone and camera programs, bridge lighting), connected communities ($1 million for housing, homelessness assistance, senior and youth programs), and infrastructure improvements. A public safety home buyer assistance program offers a $20,000 forgivable loan for eligible employees.
